Deputy Treasurer I - Clerk
POSITION SUMMARY
Performs front-line customer service, cashiering, payment processing, taxpayer account maintenance, and routine delinquent-account functions for the Bland County Treasurer's Office. Receives and accounts for public funds, assists taxpayers with taxes and County charges, maintains accurate records, and performs delegated duties under the direction of the Treasurer.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Customer Service & Public Counter
• Provide courteous and professional service to taxpayers and the public at the office counter, by telephone, and electronically.
• Explain tax bills, account balances, due dates, penalties, interest, payment options, and office procedures.
• Research taxpayer accounts and provide authorized bills, receipts, statements, and payment histories.
• Resolve routine account questions and refer matters outside the Treasurer's authority to the appropriate official(s).
Cashiering & Payment Processing
• Receive and process cash, coin, checks, money orders, credit/debit cards, electronic payments, and other authorized payments.
• Process payments for real estate taxes, personal property taxes, water/sewer, solid waste, tax prepayments, and other County revenues collected by the office.
• Accurately receipt and post payments to taxpayer accounts; process authorized corrections, transfers, refunds, and voids.
• Maintain and balance an assigned cash drawer and promptly report shortages, overages, returned payments, or other discrepancies.
Taxpayer Accounts & Collections
• Maintain and update taxpayer account information when authorized and research balances and payment histories.
• Assist taxpayers with authorized payment arrangements and monitor assigned arrangements.
• Assist with delinquent notices, routine collection contacts, delinquent payments, and preparation of delinquent-account reports.
• Assist with DMV-related collection procedures and referrals to authorized collection agents, attorneys, or other collectors as directed.
• Apply penalties and interest in accordance with Virginia law and County ordinance; process authorized adjustments and abatements.
Records, Reconciliation & Office Support
• Maintain accurate electronic and paper records and protect confidential taxpayer and financial information.
• Reconcile daily transactions and assist with deposits and required documentation.
• Assist with mail, scanning, filing, forms, supplies, and other routine office functions.
• Follow established cash-handling, security, internal-control, records-retention, and customer-service procedures.
DELEGATED AUTHORITY
The Deputy Treasurer serves under the authority of the elected Treasurer. The Treasurer may delegate duties consistent with Virginia law, including receiving public funds, processing taxpayer transactions, maintaining accounts, administering authorized payment arrangements, and assisting with collections. The position shall not exercise authority reserved by law to the Treasurer, Commissioner of the Revenue, Board of Supervisors, courts, or another governmental official.
MINIMUM QUALIFICATIONS
• High school diploma or equivalent required.
• Experience in cashiering, banking, customer service, accounting, tax collection, financial services, or general office administration preferred.
• Experience handling cash or financial transactions highly desirable.
• Equivalent combinations of education, training, and experience may be considered.
KNOWLEDGE, SKILLS & ABILITIES
• Accurate cash handling, basic mathematics, data entry, record keeping, and use of computers and financial systems.
• Strong customer-service, communication, organization, and problem-solving skills.
• Ability to safeguard public funds, maintain confidentiality, follow established procedures, recognize discrepancies, and appropriately escalate matters beyond delegated authority.
• Ability to remain professional and impartial when dealing with difficult or stressful customer situations.
