 The office of Clerk of Circuit Court dates from 1861. From those early days until the present, the Clerk’s duties have changed significantly, but the office remains vitally important to the residents of each county and city.

The Code of Virginia lists over 800 separate responsibilities for the Clerk, many of which are highly complex and challenging. The Clerk serves as the recorder of deeds and probate judge, issues marriage licenses and is the official court administrator for all civil and criminal court cases. In this latter capacity, the Clerk creates and maintains all court files and records, prepares court orders and jury lists, contacts jurors and issues summons and court processes.

Circuit Court Clerks in Virginia perform duties that in many states are divided among three or four separate offices. In keeping with tradition, therefore, Virginia has saved its citizens significant tax dollars by combining judicial and administrative functions into a single office.

It is the mission of the Clerk’s Office to maintain all court records, documents and evidence in its control in a timely and cost-effective manner while providing outstanding service with courtesy, efficiency and impartiality to the citizens and businesses of Bland County and the participants of the judicial community.

A Special Message from the Clerk Concerning Deed Fraud:

  • Working to Protect the Citizens of Bland County and the Commonwealth of Virginia Against Deed Fraud
  • Deed fraud is a serious concern, and Circuit Court Clerks across the Commonwealth have proactively taken steps to address this issue. In fact, a subcommittee of Circuit Court Clerks has already been established to explore preventative measures, assess current vulnerabilities, and collaborate on best practices to protect property owners.
  • Additionally, the Virginia General Assembly has recently passed Senate Bill 1270 and House Bill 2396, which establishes the Deed Fraud Technical Advisory Group. This group, which the Virginia Court Clerk's Association is part of, is tasked with studying and recommending solutions to prevent fraudulent deed recordings and unauthorized transfers of property.
  • These coordinated efforts reflect a growing commitment at both the local and state levels to combat deed fraud and safeguard the integrity of land records across Virginia.
  • I hope this information is beneficial and brings peace of mind that we are all working to better to protect not only the citizens of Bland County, but the citizens throughout the Commonwealth of Virginia.
  • The Office of the Executive Secretary has recently rolled out a new protective measure for home and land owners against deed fraud. The court does not provide fill in the blank forms for proceedings including, but not limited to, divorce, petitions, or deed recordings. It is always recommended to speak with an attorney before pursuing legal action or filing anything with the court.

Probate matters are handled by appointment. Please contact the office to schedule an appointment to put an estate to record. Appointments must be made at least 24 hours in advance.

Marriage license application, here. Both parties must be present when the application is returned to the Clerk's office. The fee is $30 to receive a license. Bland County does not do courthouse weddings or civil ceremonies on site.

Clerk of Circuit Court

Responsibilities of the Clerk of Circuit Court include:

  • Receiving, indexing, scanning and preserving deeds, surveys, deeds of trust, judgments, liens, leases, and any other records affecting the ownership of property in Bland County
  • Probate, record, index, scan and preserve wills and all records of testate or intestate estates including the qualifications of executors, administrators, trustees and guardians
  • Record, index and scan financing statements, fictitious names, partnerships, military discharge and a variety of miscellaneous writings
  • Maintain and administer court records, criminal and civil, preserve evidence, jury selection, subpoena of witnesses, transportation orders, preparation of criminal orders, warrants and capias, calculation and collection of fines and court costs and bonds, account for and maintain court held funds and coordinate all records with Commonwealth’s Attorney, Virginia State Police, Virginia Supreme Court, Virginia Division of Motor Vehicles, Virginia Department of Corrections and all other relevant state and federal agencies
  • Issue various and miscellaneous permits, licenses and oaths of office such as marriage, hunting, fishing, notary qualifications, and keep assorted records of Bland County Government
