Children's Services Act

What is CSA?

The Children's Services Act (CSA) is now the name for a law enacted in 1993 that establishes a single state pool of funds to purchase services for at- risk youth and their families. The state funds, combined with local community funds, are managed by local interagency teams who plan and oversee services to youth.

Bland County CSA Mission Statement

The mission of the Bland County CSA is to promote a comprehensive system of services and funding that is child-centered, family-focused and community-based when addressing the strengths and needs of troubled and at-risk youth and their families in Bland County.

Bland County CSA Vision Statement

Bland County CSA envisions providing effective and innovative systems of care in Bland County for at-risk youth and families.  To be champions for a system of care that drives community practices which promote healthy, productive families within our communities. Improving outcomes for children and their families; maintaining high standards for fiscal accountability and responsible use of taxpayer funds; and partnering with families and all Bland County CSA stakeholders to implement best practices to continually improve the performance of Bland County CSA. Bland County CSA strives to maintain an enthusiastic, creative and knowledgeable team empowered to work with Bland County CSA stakeholders to sustain the highest quality system of care for Bland County’s youth and their families.

  • We will protect the rights of all children and families and promote their right to advocate for themselves.

    • We will practice shared responsibility through integrated services among child-serving agencies.
    • We will practice true partnerships with families to provide individualized services for each child and family.
    • We will promote the delivery of services and supports within the least restrictive environment.
    • We will ensure that services are integrated at the system level.
  • We will incorporate prevention, early identification, and intervention supports in an effort to improve long-term outcomes.

  • We will practice continuous quality improvement with program and fiscal accountability.
